AIRCRAFT ENTRY REQUIREMENTS:

International Flights In General

International flights of foreign aircraft within Armenian airspace shall be carried out on the basis of and in accordance with:

  1. international treaties to which the Republic of Armenia is a party;
  2. special permits for operating flights issued by the Republic of Armenia General Department of Civil Aviation;
  3. Special permits for operating single flights obtained through the Ministry of Foreign Affairs.

When obtaining permits to carry out flights to Armenian airports, airlines should submit the appropriate documents confirming their rights to conduct commercial operations to the General Department of Civil Aviation. International transit (lights of civil aircraft without landing at Republic of Armenia airports are carried out according to flight plans submitted in the determined order.

Scheduled Air Traffic

Scheduled flights of foreign airlines are operated according to the flight schedule according to Form R which is to be submitted in two copies not later than 30 days before the beginning of the flights to:

The same procedure is applied if it is necessary to make changes to an already approved schedule.

A single change of a flight schedule is made on the preliminary request of an airline being submitted to the General Department of Civil Aviation at least three full working days before the beginning of the flight.

Non-Scheduled Air Traffic

Preliminary requests to carry out non-scheduled flights shall be addressed to ARMATS (see address above) and shall include the following information:

  • name of enterprise/operator and its address;
  • airline 3-letter ICAO designator and light number;
  • state of aircraft registry;
  • type, modification and registration mark of aircraft;
  • purpose of flight;
  • flight route (entry/exit points) within Armenian airspace;
  • aerodrome of departure, Armenian aerodrome for landing, aerodrome of destination;
  • aircraft load (number of passengers, weight of cargo and its nature);
  • date and estimated time of departure;
  • standard aircraft equipment;
  • form of payment of services and charges, in case by written order, indicate payer's address, bank and account number.

Lead times for request submission are as follows:

  • series of flights: not later than 14 full working before the beginning of the flights;
  • single flights: not later than three full working days before the flight.

Permission shall confirm the consent for operating the flights and shall be in force until 24 hours after the declared date.

State Aircraft Flights

Flights of foreign state aircraft and flights connected with conveyance of foreign Heads of State or Government require permission received through diplomatic channels via the Armenian Republic Ministry of Foreign Affairs. Requests shall include the same information as for non-scheduled traffic, unless otherwise stipulated by appropriate international agreements, and shall be submitted not later than five working days before the beginning of the flight. Permission shall confirm the consent for operating the flights and shall be in force until 24 hours after the declared date.
