GEN 1.2 ENTRY, TRANSIT AND DEPARTURE OF AIRCRAFT
1. GENERAL
1.1 International flights into, from or over Azerbaijan territory shall be subject to the current Azerbaijan regulations relating to civil aviation. These regulations correspond in all essentials to the Standards and Recommended Practices contained in Annex 9 to the Convention on International Civil Aviation.
1.2 Aircraft flying into or departing from Azerbaijan territory shall make their first landing at, or final departure from an international aerodrome/heliport (see AIP Azerbaijan Republic, sections AD 1.3, AD 2 and AD 3).
2. SCHEDULED FLIGHTS
2.1 General
2.1.1. For regular international scheduled flights operated by foreign airlines into or in transit across Azerbaijan, the following requirements must be met:
- a) the State of the airline must be a party to the International Air Services Transit Agreement and/or the International Air Transport Agreement. Azerbaijan is a party to both Agreements;
- b) the airline must be eligible to make the flights under the provisions of a bilateral or multilateral agreement to which the State of the airline and Azerbaijan are contracting parties, and must have a permit to operate into Azerbaijan. Applications for such permits shall be submitted to:

2.1.2. The application must follow the ICAO standard.
2.1.3. Applications for permission to operate in transit across Azerbaijan Republic are not required. Operator should submit ICAO DOC4444 format RPL of the transit flights to:

2.2 Documentary requirements for clearance of aircraft
2.2.1 It is necessary that the under mentioned aircraft documents be submitted by airline operators for clearance on entry and departure of their aircraft to and from Azerbaijan. All documents listed below must follow the ICAO standard format as set form in the relevant Appendices to Annex 9 and are acceptable when furnished in English, French, Spanish or Russian and completed in legible handwriting. No visas are required in connection with such documents.

Notes: a) One copy of the General Declaration is endorsed and returned by Customs, signifying clearance. b) If no passengers are embarking (disembarking) and no articles are laden (unladen), no aircraft documents except copies of the General Declaration need be submitted to the above authorities. 3. NON-SHEDULED FLIGHTS (CHARTER FLIGHTS)
3.1 Procedures
3.1.1 Charter flights may be operated from and to Azerbaijan Republic only upon permission granted by "Azeraeronavigation" enterprise.
Application for permission shall be submitted not less than 3 days in advance. The application shall contain the following information in the order shown hereunder:
- a) name of air company, address;
- b) callsign;
- c) type, nationality and registration of aircraft;
- d) routing;
- e) airports, where passengers and/or freight are embarked/disembarked;
- f) purpose of flight;
- g) name, address and business of charterer, if any.
3.1.1 Permission for transit flights without landing at the aerodromes of Azerbaijan Republic is not required.
3.2 Documentary requirements for clearance of aircraft
3.2.1 Same requirements as for SCHEDULED FLIGHTS 4. FLIGHTS OF STATE AIRCRAFT
4.1 A prior permission for a flight into or in transit over Azerbaijani territory of military aircraft and other state aircraft should be requested. The request shall be submitted to Ministry of Foreign Affairs of Azerbaijan Republic at least 5 working days before the flight date.

GEN 1.3 ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW
1. GENERAL
Foreign aircraft, their crew and passengers arriving to or departing from Azerbaijan Republic, as well as their belongings imported in or exported from Azerbaijan Republic by air are subject to relevant passport, customs, monetary, health, agricultural quarantine and other requirements for entry and departure, as well as for importation and exportation of goods (property) and transit through the territory of Azerbaijan Republic.
2. CUSTOMS REQUIREMENTS
2.1 Aircraft entering Azerbaijan Republic are subject to customs examination.
2.2 Baggage, cabin-carried articles, currency and valuables of passengers and crews carried across the frontier of Azerbaijan Republic are the subject to a customs clearance.
2.3 Passengers carried across the frontier of Azerbaijan Republic whose cabin-carried articles and baggage are not exempted from customs examination shall complete a customs declaration.
2.4 Cabin-carried articles and baggage to be in possession of passengers, with the exception of articles prohibited from being taken in or out of Azerbaijan Republic, shall be cleared in quantities needed for personal needs, in accordance with the rules of Customs Control of Azerbaijan Republic.
2.5 Customs examination of cabin-carried articles and baggage in possession of passengers is carried out in the presence of the passengers in clearance rooms, storage and directly in transportation facilities.
3. IMMIGRATION REQUIREMENTS
3.1 Entry into and departure from Azerbaijan Republic of passengers is cleared by border control points, provided they are in possession of relevant and valid entry/exit documents.
3.2 Arrived passengers can purchase visa at Baku airport.
3.3 When entering or leaving Azerbaijan Republic every passenger shall be in possession of valid national passport with a valid Azerbaijan Republic's visa or another permission to enter Azerbaijan Republic, unless international treaties to which Azerbaijan Republic is a party stipulate otherwise.
3.4 If a foreign aircraft has carried to Azerbaijan Republic a passenger without regard to the procedures provided in paras 3.1. and 3.2., the operator of the aircraft shall remove this passenger from territory of Azerbaijan Republic. All costs for re-moving the passenger shall be born by the operator who has flown this passenger to Azerbaijan Republic.
3.5 Disembarkation and/or embarkation of passengers at airport are carried out with the permission of the border control points.
3.6 Arrivals to Azerbaijan Republic and/or departures from Azerbaijan Republic of crew members of foreign aircraft are to be carried out in accordance with provisions of para 3.3., unless international agreements to which Azerbaijan Republic is a party stipulate otherwise.
4. REQUIREMENTS OF HEALTH SERVICE BODIES
4.1 Arrival, transit landing and departure of aircraft.
4.1.1 Medical part of declaration is inspected after the reception of data regarding on-board situation from the pilot-in-command. After the reception of satisfactory data it is permitted to establish independent communication between aircraft and airport.
4.1.2 Inspection of medical part of aircraft declaration of departing aircraft should-be carried out.
4.1.3 Medical inspection of vehicles includes the following:
- inspection of clearing of medicosanitary part of general declaration of aircraft from disinfection, deratization and disinsection;
- inspection including cargo and vehicles containers.
4.1.4 In case of receipt of the information regarding suspicion on infectious disease of the patient as well as presence of mosquitoes, dead rodents on vehicle the permit for the independent movement of the aircraft will be given.
4.1.5 To prevent the distribution of various diseases specified in “Rules of Sanitary Epidemiological Control within Azerbaijan Republic territory” approved by the order of the Cabinet of Ministers of Azerbaijan Republic dated 09.03.93 Number 140 and according to the instructions approved, by Ministry of Health of Azerbaijan Republic the special actions are taken for disinfection, deratization and disinsection.
4.1.6 Person carrying out the medical sanitary check has the right for free access to all means of transport and to passenger cabin, cockpit as well as to the rooms.
4.1.7 For duly and operative realization of sanitary-quarantine actions on the international airlines 30 minutes prior arrival and two hours prior departure. All arrivals and departures during the day must be presented for the sanitary-quarantine control.
4.2 Arrival, transit landing and departure of passengers and crew members.
4.2.1 The preventive measures are applied to infected persons arriving to Azerbaijan Republic. On extraordinary occasions the special check requested by the Ministry of Health can be carried out. Persons arriving from the countries where malaria decease is registered must be kept under medical supervision according to the specified order.
4.2.2 During on board medical sanitary control of aircraft arriving to Azerbaijan Republic and after the receipt of information about infected person the specialist of sanitary-quarantine control must take the following actions:
- to diagnose the primary symptoms of infectious disease by gathering epidemiological anamnesis;
- to take actions and prepare complex plan to prevent infectious and parasitic diseases, anti epidemiological actions based on primary actions plan in case of suspicion of disease regulated in “Rules of sanitary control in Azerbaijan Republic territory”;
- to give the instructions for the transportation of the aircraft and crew members to the sanitary parking for the future anti epidemiological actions;
- to isolate infected person immediately for the future hospitalization (if prescribed), to carry out current disinfection;
- to carry out (if prescribed) epidemiological check of crew members and passengers to diagnose the infectious diseases, to process necessary analysis of environment and people for future laboratory check, to carry out epidemiological check.
