AIRCRAFT ENTRY REQUIREMENTS:

Scheduled Air Traffic

Aircraft users which are interested in carrying out activities related to air-space use in the Republic of Belarus should submit a request (schedule, application, plan, timetable) in compliance with the established form and within the following terms to:

Flight schedules of both aircraft of the Republic of Belarus and foreign aircraft flights carried out according to international air traffic agreements shall be submitted by all airlines (aviation establishments) not later than 30 days before the beginning of the flights. Changes of an approved flight schedule shall be submitted, in three copies, not later than 15 days prior to their coming into force, unless otherwise specified in the above-mentioned agreements.

Non-Scheduled Flights

Requests for carrying out single flights of foreign aircraft should be submitted within the following terms:

 
  1. flights along international airways as well as flights to airports open for international flights: not later than three working days (except Saturday and Sunday) before the beginning of the planned flight and between the hours 0700-1600 UTC.
  2. flights outside international and commuter airways as well as flights to airports closed for international flights: not later than five working days (except Saturday and Sunday) before the beginning of the planned flight.
  3. flights by aircraft of a foreign State which has no diplomatic relations with the Republic of Belarus: five working days (except Saturday and Sunday) before the beginning of the planned flight via the Ministry of Foreign Affairs of the Republic of Belarus.

Applications for permission to carry out non-scheduled flights within the Republic of Belarus shall contain the following:

  1. Name of enterprise, airline 3-letter IATA designator, address and State of registry;
  2. Registration marks, type and maximum take-off mass of aircraft;
  3. Flight number and category (charter, ambulance, special or others);
  4. Aerodrome, date and estimated time of departure (UTC);
  5. Date, time (UTC), points of entry into/exit from the airspace of the Republic of Belarus;
  6. Flight route within the Republic of Belarus airspace;
  7. Aerodrome of destination and estimated time of arrival (UTC);
  8. Purpose of flight;
  9. Presence of VIP aboard the aircraft (indicate the person's status)
  10. Equipment: communication, navigation:
  11. Additional details (arms and dangerous cargo on board);
  12. Organizations (persons) in the Republic of Belarus, which are interested in the forthcoming flight;
  13. Form of payment of services and State charges:
    • in cash (indicate the currency)
    • by written order (indicate payer's address, bank and account number).

State Aircraft Flights

Requests for single foreign State or other aircraft flights connected with the conveyance of a Head of State or Government and delegations headed by them as well as Ministers of Foreign Affairs and Defense, should be submitted to the FCCC via the Ministry of Foreign Affairs of the Republic of Belarus 5 working days (except Saturday and Sunday) before the beginning of the planned flight. Application for permission is the same as for non-scheduled flights.

Urgent Flights

Requests for carrying out single search and rescue or ambulance flights should be submitted not later than three hours before the planned departure.

Minsk (Machulishchi) and Minsk (Minsk-2).

SPECIAL NOTICES

Flights of aircraft without radio communication equipment are prohibited within the airspace of the Republic of Belarus.

Non-scheduled aircraft flights within the Republic of Belarus airspace may be carried out only on the basis of permissions issued by the FCCC. The permission number should be specified in field 18 of the FPL.
