GEN 1.2 ENTRY, TRANSIT AND DEPARTURE OF AIRCRAFT

1. General

1.1 International flights of foreign aircraft into, in transit over and from Estonian territory shall be carried out in accordance with valid Estonian regulations and international treaties to which Estonia is a party.

1.2 The first landing in and final departure from Estonian territory shall be carried out at a customs aerodrome, unless an exception to this rule has been granted in advance by the appropriate customs and border control authorities.

2. Scheduled flights

2.1 General

2.1.1 Scheduled flights may not be operated for commercial purposes in Estonian territory except with the permission of the CAA.

2.12 Scheduled flights operated under an agreement between Estonia and another State shall be carried out in accordance with adequate provisions of the agreement concerned. Operators of such flights are however required to give such information as the Estonian CAA deems necessary. RPL is to be submitted to the CAA for its approval 30 days prior to the first flight described in the plan.

2.1.3 Application for permission to operate scheduled flights for commercial purposes with aircraft registered in States which are parties to the Chicago Convention should be made to Estonian CAA (address: Ravala pst. 8, 10143 Tallinn, ESTONIA). Applications for flights with aircraft registered in States not parties to the Chicago Convention should be made through diplomatic channels (Ministry of Foreign Affairs).

2.1.4 Whereas Estonia is a party to the International Air Services Transit Agreement, no prior permission is required for scheduled flights operated by the other contracting States in transit over Estonian territory or into Estonian territory for non-traffic purposes.

2.2 Documentary requirements for clearance of aircraft

2.2.1 It is necessary that the undermentioned aircraft documents be submitted by airline operators for clearance on entry and departure of their aircraft to and from Estonia. All documents listed below must follow the ICAO standard format as set in the relevant appendices to ICAO Annex 9 and are acceptable when furnished in Estonian, English or Russian and completed in legible handwriting. No visas are required in connection with such documents.

2.2.2 Aircraft documents required (arrival/ departure)

Notes:
a) One copy of the General Declaration is endorsed and returned by Customs, signifying clearance.
b) If no passengers are embarking (disembarking) and no articles are laden (unladen), no aircraft documents except copies of the General Declaration need be submitted to the above authorities.

3. Non-scheduled flights

3.1 Procedures

3.1.1 No prior permission is required for aircraft registered in States which are parties to the Chicago Convention to make flights into or in transit over Estonian territory. Prior permission is, however, required for such flights with aircraft registered in States which neither are parties to the Chicago Convention nor to a special agreement with Estonia. Application for permission should be made through diplomatic channels at least 48 hours (excluding Saturdays, Sundays and Estonian public holidays) before departure.

3.1.2 Application should contain the following information:

  1. Name, address and contact data of the operator;
  2. Nationality, type and registration marks of aircraft;
  3. MTOW of the aircraft
  4. Name of the pilot-in-command and size of the crew;
  5. Purpose and type (e.g. charter) of the flight;
  6. Aerodrome of origin, route and destination aerodrome;
  7. Dates and times of the flight;
  8. Points of entrance into and exit from Estonian air-space and times when the named points are passed;
  9. Insurance documents done for the benefit of the crew, passengers and third persons or their copies;
  10. Sought period of validity of the flight permission.

Operators are required on demand to give such other information as deemed necessary by the Estonian CAA for consideration of applications.

3.1.3 In case of a charter flight the permission of CAA is required if the flight is operated by a foreign air carrier and it is related to taking up passengers and cargo from Estonia. In addition to the information (data) required in para. 3.1.2. above, the application for the permission shall contain:

  1. name, address and contact data of the customer that has ordered the flight;
  2. place of embarkation and disembarkation of passengers and/or cargo;
  3. number of passengers and/or nature and amount of freight to be loaded or unloaded;
  4. radio equipment and frequencies used (only in case when operator is not Chicago Convention origin)

3.1.4 Application for permission to operate flights under para. 3.1.3. with aircraft registered in States which are parties to the Chicago Convention shall contain information according to para 3.1.2 above and is to be submitted to the Estonian CAA at least 48 hours (excluding Saturdays, Sundays and Estonian public holidays) before departure via following communication channels:

For aircraft registered in States not parties to the Chicago Convention application should be made through diplomatic channels at least 48 hours (excluding Saturdays, Sundays and Estonian public holidays) before passing of the boundary line of Estonian territory.

3.1.5 Application for permission under para. 3.1.3. relating to series of more than four passengers charter flights during two consecutive calendar months should be made by the following dates:

  1. For flights between 1 APR and 31 خرز (summer period),by l5 JAN;
  2. For flights between 1 NOV and 31 MAR (winter period), by 15 SEP.

3.1.6 Taxi flights to/from Estonia are operated according to the flight plan. No permission required.

3.1.7 Supersonic flights within Estonian airspace can only be performed in accordance with the permission issued by the Government. Such flights must not damage environment or affect other flights.

3.1.7.1 Application for the permission to perform supersonic flight within Estonian airspace shall be submitted to the Estonian CAA at least five working days before departure and shall contain the following data:

  1. nationality, type and registration marks of the aircraft;
  2. maximum take-off weight of the aircraft (MTOW);
  3. purpose of the flight;
  4. points of entering and departure to/from Estonian airspace and times of passing these;
  5. flight levels to be used.

3.1.8 The approval of CAA is required for regular releasing meteorological radio-sonds.

3.1.9 Permission of CAA is required for manned free balloons to enter and exit Estonian airspace.

3.1.9.1 The application for the permission shall be submitted at least two working days before the flight and shall contain the following data:

  1. description of the balloon (type, material, dimensions, colour, weight, cargo);
  2. take-off place and/or entry and exit points to/from Estonian airspace as well as route within Estonian airspace;
  3. flight altitudes;
  4. radio equipment and frequencies in use.

3.1.10 The flights of foreign experimental aircraft that enter Estonian airspace, also the test flights of aircraft, and demonstration flights can be operated only with the permission ofCAA.

3.1.10.1 The application for permission shall contain the information required in Para 3.1.2.

3.1.11 The operators of foreign military aircraft or aircraft used for special purposes shall, unless otherwise provided in the agreement between Estonia and a foreign country, apply for overflying and landing on the territory of Estonia 7 days and for special flights 20 days before departure (excluding Saturdays, Sundays, and Estonian national holidays) for the permission through the Ministry of Defence if military training, the operations of armed forces or the related flights are concerned, or from the Ministry of Foreign Affairs if the aircraft is planned to carry passengers, but not armament or other military equipment.

3.1.11.1 In addition to the information required in Para 3.1.2, the application for the permission submitted to the Ministry of Defence shall contain information about the fixed armament and/or photography equipment on board as well as radio call signs and frequencies used.

3.1.12 The permission of CAA is required for the flights related to scientific research if Estonian aircraft is concerned, or the permission of the Ministry of Foreign Affairs if foreign aircraft is concerned.

3.1.12.1 The application for permission shall contain the information required in Para 3.1.2, to which the name, address, and contact data of customer of the research shall be added.

3.1.13 For international flights with the seaplane the operator shall have the permission of CAA, the application for which shall be submitted at least two working days before the flight.

3.1.13.1 The application shall contain the information required in Para 3.1.2.

3.1.14 A foreign operator shall apply for the permission of CAA for aerial works.

3.1.14.1 The application for the permission shall be submitted at least five working days before the planned beginning of the works and it shall contain the information required in Para 3.1.2, to which the name, address, and contact data of the customer of the aerial works shall be added.

3.1.15 Estonia may restrict rights under para. 3 if Estonian aircraft is not granted reciprocal rights by the State in which the aircraft is registered.

3.2 Documentary requirements for clearance of aircraft

3.2.1 Same requirements as for SCHEDULED FLIGHTS.

4. Private flights

4.1 Advance notification of arrival

4.1.1 No prior permission is required for private flights operated into, in transit over or from Estonian territory by aircraft registered in States which are parties to the Chicago Convention.

4.1.2 Prior permission is required for private flights operated into, in transit over or from Estonian territory with aircraft registered in States not parties to the Chicago Convention. Application should be made through diplomatic channels at least 48 hours (excluding Saturdays, Sundays and Estonian public holidays) before passing of the boundary line of Estonian territory.

4.1.3 Application shall contain the data according to Para 3.1.2. above, to which the information about radio equipment and frequencies used and total number of persons on board shall be added.

4.2. Documentary requirements for clearance of aircraft

4.2.1 The only document required for the clearance of an aircraft engaged in private flight is the General Declaration. One copy of the General Declaration is endorsed by the authorities and returned to the pilot-in-command of the aircraft, signifying that all administrative formalities have been duly completed.

5. Public health measures applied to aircraft

5.1 No public health measures are required to be carried out in respect of aircraft entering Estonia except when coming directly from an region infected with cholera, yellow fever, plague or malaria.

Aircraft arriving from regions mentioned above shall present to the public health authorities the Health Section of the General Declaration. In case the General Declaration is not presented the public health authorities have right to carry out desinfection of the aircraft.

5.2 Aircraft arriving from a region where transmission of malaria or other mosquitobome diseases is occurring may land at any international aerodrome in Estonia provided that the aircraft has been desinfected approximately thirty minutes before arrival at the aerodrome. This action must be properly recorded in the Health Section of the General Declaration. The insecticide to be used is permethrini or other insecticides, using the methods recommended by the World Health Organisation. If, in special circumstances, a second spraying of the aircraft to be carried out on the ground is deemed necessary by me public health authorities, passengers and crew are permitted to disembark beforehand.

GEN 1.3. ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW

1. Customs requirements

1.1 A written declaration is required on arrival into and departure from Estonia from passengers and crew whose cabin-carried articles or baggage include:

  • taxable goods. In case of goods to be used for commercial purpose a declarant shall submit a declaration of goods only if the customs value of the goods exceeds 1000 Estonian croons In case of goods to be used for non-commercial purpose the passenger shall complete and submit a traveller's declaration to the customs authorities if the value of goods exceeds 5000 Croons or the amount of which exceeds the limit established by the Government of the Republic. Personal belongings are not included in goods subject to declaration if a special licence is not needed for the importation and exportation thereof;
  • foreign currency in the quantity that shall be declared (80 000 Estonian Croons);
  • articles for which a particular permit is required;

1.2 Baggage belonging to passengers and crew that does not contain any declared articles are immediately released except for those selected for inspection by the customs authorities.

2. Immigration requirements

2.1 Generally no visas are required of passengers arriving and departing on the same through flight or transferring to another flight in cases, not requiring leaving the direct transit area of the airport.

The citizens of the following countries, except crew members, holders of a diplomatic or service passport and holders of resident permit of the country of destination, have to have a transit visa to enter the transit area of an Estonian airport:

Afganistan, Angola, Bangladesh, Congo (Democratic Republic), Cote d'lvoire, Eritrea, Ethiopia, Ghana, Haiti, Iraq, Iran, Liberia, Lebanon, Libya, Mali, Nigeria, Pakistan, Senegal, Sierra Leone, Somalia, Sri Lanka, Sudan, Syria, Togo. This visa does not permit entering Estonia.

2.2 A person entering Estonia must hold a valid passport or a document replacing it. Expired passports, national registration cards etc. are not accepted, with the exception of Estonian nationals and Estonian resident aliens, who may use a certificate of re-entry or a permit of return issued at Estonian consulates abroad, in lieu of lost or expired passport.

Entrance visas are required from temporary visitors, with the exception of:

  1. Estonian citizens and passengers having the valid living permit for Estonia in passport;
  2. citizens of Andorra, Australia, Austria, Belgium, Bulgaria, Chile, Costa Rica, Croatia, Cyprus, Czech, Denmark, Dutch, Finland, France, Germany, Great Britaih, Greece, Hong Kong special administrative region of the Republic of China, Hungary, Iceland, Ireland, Italy, Japan, Republic of Korea, Latvia, Liechtenstein, Lithuania, Luxembourg, Macau (Aomen) special administrative region of the Republic of China, Malta, Monaco, New Zealand, Norway, Poland, Portugal, San Marino, Singapore, Slovak, Slovenia, Spain, Sweden, Switzerland, USA, the Vatican;
  3. citizens of Canada, Israel and The Republic of South Africa, having the valid Latvian or Lithuanian en-trance visa or living permit in passport;
  4. seamen serving in marine provided they travel as a group in maritime duties. Seamen of the Member States ofILO Convention No 108 when they present their seamen's passport and muster roll.

2.3 A passenger who continue the journey to a third country shall have a transit visa.

2.4 An aircraft from any foreign state may land at Tallinn, Kuressaare, Kardia, Tartu or Pamu airport in case the persons aboard have obtained required visas to visit Estonia beforehand.

2.5 The standard ICAO embarkation/disembarkation card is not required.

2.6 A person departing from Estonia must be in possession of a valid passport (for lack of it a certificate for re-entry).

2.7 Arrival to and departure from the Republic of Estonia of foreign aircraft crew members in case they intend to leave the airport, shall be regulated by the requirements referred to in 2.2 and 2.6 unless the bilateral agreements concluded with the Estonian competent authorities specify otherwise.

3. Public health requirements

3.1 Disembarking passengers are not required to be vaccinated against yellow fever.

3.2 Health formalities are required on departure in case the aircraft proceeds into the area particularly dangerous with respect to the infectious diseases.

Vaccination against yellow fever is compulsory for passenger as well as for crew members leaving for the yellow fever endemic zone.
