Kyrgyztan
AIRCRAFT ENTRY REQUIREMENTS:
General
Permission is required for all aircraft intending to operate within Kyrgyzstan airspace. International flights of foreign aircraft are carried out on the basis of and in accordance with international agreements of the Republic of Kyrgyzstan or special permissions for operating the flights.
Scheduled Air Traffic
Regular flight schedules of domestic and foreign air carriers should be submitted not later than 30 days before the beginning of the planned flights in the form of a document list to:

The document list should include the following:
- authorization to operate on the requested routes (on flights operated with landings at airports in Kyrgyzstan);
- agreement (commercial agreement) between air carrier and the Republic of Kazakhstan (on flights operated with landings at airports in Kyrgyzstan);
- operator's license:
- airworthiness certificate;
- registration certificate;
- passenger insurance;
- third-party liability insurance to include liability limit, name of insurance company and address and the insurance policy number;
- aircraft insurance certificate;
- crew insurance license;
- 4 copies of a Form R approved by the air carrier director:
- 4 copies of ICAO RPL completed in accordance with ICAO Doc 4444
- coordinated slots with arrival airports (on flights operated with landings at airports in Kyrgyzstan);
- all postal and AFTN addresses, bank requisites, phone and fax numbers of the air carrier.
All changes in postal and electronic addresses, bank requisites, phone and fax numbers of the air carrier should be submitted to the DAT ASU within ten days.
All permanent changes to an approved schedule should be submitted to the DAT ASU not later than 30 days before the beginning of the planned flights. Single temporary changes to approved schedules, with respect to each individual flight, are made by prior request to:

Single temporary changes to Estimated Time of Departure (ETD) are made the form of an FPL not later than 30 minutes before departure via AFTN: UAFMZDZG, to ATS units on the flight route and APP of the landing aerodrome. Single temporary changes to aircraft type, aircraft flight identification index, aerodrome of departure, destination or intermediate stop and route of flight are made to the MC ATM not later than 5 days before the beginning of each individual flight, unless earlier mentioned in a bilateral agreement.
Non-Scheduled Flights
Application for special permission to operate a single (charter) flight by operators of a state which has concluded an international agreement with Kyrgyzstan shall be submitted not later than three (3) working days to DAT ASU and MC ATM.
Application for operating a single (charter) flight related to a state which does not have an international agreement with Kyrgyzstan, is submitted to DAT ASU and MC ATM, through the Ministry of Foreign Affairs of the Republic of Kyrgyzstan.
All applications shall include the following details in the order listed:
- State of aircraft registration;
- Name, ICAO designator and address of air carrier:
- Aircraft operator;
- Type, registration number and call-sign of aircraft, surname of the pilot-in-command, number of crew members;
- Departure airport and flight route (arrival);
- Entry point, date and time of entry (UTC) into Kyrgyzstan airspace:
- Estimated time of arrival (UTC) and airport of landing in Kyrgyzstan;
- Flight route within Kyrgyzstan air-space;
- Estimated time of departure (UTC) and airport of departure in Kyrgyzstan;
- Exit point, date and time of exit (UTC) from Kyrgyzstan airspace;
- Flight route (departure) and destination airport;
- Purpose of flight, number of passengers, amount of cargo, full name, address, telephone, telefax of receiver (special DAT ASU permission required if carrying photographic equipment or explosives);
- Form of payment. Air carriers should submit the following documents in addition to the application:
- operator's license
- letter awarding three-letter ICAO designator;
- registration certificate
- airworthiness certificate
- crew insurance license
- passenger insurance
- third-party insurance
Applications may include up to four consecutive flights.
Individual Flights
Application for operating a single (charter) flight of foreign aircraft not, related to civil aviation, should include items mentioned in c) above and is submitted is submitted to DAT ASU, MC ATM, the Kyrgyzstan Department of Defense and the department concerned with the planned flight, through the Ministry of Foreign Affairs of the Republic of Kyrgyzstan. Applications may include up to four consecutive flights.
Diplomatic Flights
Application for operating a single (charter) flight of foreign aircraft connected with the conveyance of foreign Heads of State, governments and delegations headed by them, Ministers of Foreign Affairs and Ministers of Defense, is submitted to DAT ASU and MC ATM, through the Ministry of Foreign Affairs of the Republic of Kyrgyzstan. Applications may include up to four consecutive flights.
Emergency Flights
Emergency flights connected with saving people's lives (medical, search and rescue) provided there is prior coordination with MC ATM and appropriate air traffic messages sent as follows:

AIRPORTS OF ENTRY
The first point of landing in and the final point of departure from Kyrgyzstan should be from airports having customs and border control facilities.
SPECIAL NOTICES
Escort Service International flights of foreign aircraft to domestic airports should be provided with escort service of a civilian pilot or navigator of Kyrgyzstan sitizenship.
Flight Plans The Permission Number issued by DAT ASU is to be entered in item 18 of the FPL.
