ARRIVAL, TRANSIT AND DEPARTURE

1. REGULATIONS CONCERNING ARRIVAL, TRANSIT AND DEPARTURE OF CIVIL AIRCRAFT ON INTERNATIONAL FLIGHTS.

1.1 GENERAL.

1.1.1 Any flight on which an aircraft crosses the Russian Federation state border and that of another State is deemed to be an international flight. o

1.1.2 International flights of foreign aircraft in the air-space of the Russian Federation shall be carried out on the basis of and in accordance with:

  1. international treaties on air service to which the Russian Federation is a party;
  2. special permits for operating single flights issued by the State Civil Aviation Authority of Russia;
  3. special permits for operating single flights obtained through the Russian Federation Ministry of Foreign Affairs.

The issued permissions for operating single international flights are valid within 24 hours from the time of departure indicated in the permission.

1.1.3 Scheduled flights of foreign aircraft in the air-space of the Russian Federation carried out in accordance with international treaties on air service to which the Russian Federation is a party are operated according to the flight schedule which is to be submitted by a foreign airline according to the attached Form "R" in four copies for the approval to the International Relations of SCAAR, not later than 45 days before the beginning of the flights.

The order of filling in and submitting of form "R"

Form "R" is an application of a specified form which is submitted by foreign air carriers to the International Relations of SCAAR for getting an approval to carry out scheduled flights in the airspace of the Russian Federation not later than 45 days before the beginning of flights.

The submitted Form "R" shall include the following information:

  • position 1 shall indicate the full name of an air carrier;
  • position 2 shall indicate the period of flight operations according to winter and summer schedules in' accordance with IATA regulations;
  • position 3 shall indicate the ordinal number of Form "R";
  • position 4 shall indicate a flight number consisting of three-letter ICAO code and numerical value (two-letter IATA code in brackets);
  • position 5 shall indicate days of the week on which flights will be carried out (from 1 to 7 in numerical value);
  • position 6 shall indicate an aerodrome of departure, departure time, landing aerodrome, landing time, the main flight route in IATA and ICAO codes.

The main flight route is considered to be the route which is preferable and most often used for flight operations. The description of a flight route shall include the following:

  • entry points into the airspace of the Russian Federation and CIS countries;
  • estimated time of entry into the airspace of the Russian Federation;
  • flight speed;
  • flight level;
  • indication of airways, points of transition from one airway to another;
  • exit points from the airspace of the Russian Federation and CIS countries;
  • estimated time of exit from the airspace of the Russian Federation.

The route is described in accordance with the rules for filling in FPL "field 15". Flight speed and flight level are given in accordance with the requirements of the present AIP of the Russian Federation.

  • position 7 shall indicate one or several alternate air routes in accordance with the rules for comletion of FPL "field 15" according to the plan given for position 6;
  • position 8 shall indicate any additional information relating to the flight in question;

Aircraft type, all information on the equipment and its characteristics shall be indicated for RVSM approved aircraft flight planning to operate into/through the upper airspace of Kaliningrad ACC.

  • position 9 shall indicate segments with commercial rights in lATA codes;
  • position 10 shall indicate points of landing with the right of Stop-over in IATA codes;
  • position 11 shall indicate airports for technical landings in IATA and ICAO codes;
  • position 12 shall indicate aircraft type, a number of seats with indication of a kind of service or payload of cargo aircraft.

The basis to carry out an international scheduled flight in the airspace of the Russian Federation is the presence of one copy of the approved Form "R" in the airline. The flight plan is activated on the basis of FPL, submitted to the addresses given in the list of air traffic flow management units as per AIP RAC 1-1 para 4.9, not later than 3 hours before the departure time.

The same procedure is applied if it is necessary to make changes in the already approved flight schedule.

1.1.3.1 Single change of flight schedule is made on the preliminary request of an airline, the request being addressed to the State Civil Aviation Authority of Russia, unless otherwise stipulated under an appropriate international agreement.

1.1.3.2 The above-mentioned request in para 1.1.3.1 for a flight is submitted for consideration to the International Relations Department of the State Civil Aviation Authority of the Ministry of Transport of Russia (SCAAR) and its copies are submitted to the Central Department of Operational Services "Aerotrans" (CDOS AT) and ATFMU of Russia in Russian or in English on the following communication channels:

1.1.3.3 A request shall be submitted at least two full working days before the beginning of the flight, unless another term is envisaged by a bilateral agreement. Requests are submitted daily, except Saturday, Sunday and holidays from 07.00 till 15,00 (UTC).

1.1.3.4 Non scheduled flights in the airspace of the Russian Federation by aircraft of designated airlines of foreign States on the agreed air routes set for these airlines by the Russian Federation international agreements on air service shall be carried out on the preliminary request of an airline, addressed to the State CMI Aviation Authority of Russia, unless otherwise stipulated under an appropriate inter-national agreement, in the order mentioned in para 1.1.3.2.

A "REJ" message shall be transmitted when planning flights into/through the upper airspace of Kaliningrad ACC between flight levels 290 and 410 inclusive and in case of absence of information on the RVSM approval status of the aircraft.

1.1.3.4.1 Requests for up to four flights per month shall be submitted not later than three full working days, and for more than four flights not later than fourteen working days before the flights, unless otherwise stipulated under an appropriate bilateral agreement. Requests are submitted daily, except Saturday, Sunday and holidays, from 07.00 till 15.00 (UTC).

1.1.3.4.2 Request for a flight should contain the following information:

  1. date of flight;
  2. category of flight (additional, charter, technical or others);
  3. name of an airline (three-letter ICAO designation) and flight number;
  4. type of aircraft and its nationality (carrier);
All information on the equipment and its characteristics shall be indicated for RVSM approved aircraft flight planning to operate into/through the upper airspace of Kaliningrad ACC.
  1. purpose of flight, probable organizations (persons) in the Russian Federation interested in the forthcoming flight;
  2. aircraft load (passengers, cargo and its nature);
  3. flight schedule (in UTC) with indication of points of commercial and technical landings as well as the amount of aviation fuel needed for filling in the Russian Federation airports;
  4. en-route airways, points and estimated time of entry into and leaving the airspace of the Russian Federation;
  5. name of leaseholder, cost of contract (only for charter flights).

1.1.4 Single flights of foreign civil aircraft in the airspace of the Russian Federation envisaged by para 1.1.2.2 are carried out by special permission granted by the SCAAR of Russia, requests for which are submitted in the order and time indicated below:

1.1.4.1 Request for a single flight permission of a foreign aircraft on the Russian Federation international airways and the Russian Federation airports open for international flights shall be submitted in the order envisaged by para 1.1.3.2.

1.1.4.2 In the cases not envisaged by para 1.1.4.1 request for a single flight permission of a foreign aircraft shall be addressed to the Central Department of Operational Services (CDOS) AT, by the appropriate diplomatic representatives of foreign States in the Russian Federation, in Russian or in English, telex 412303 CDS RU.

1.1.4.3 Request for a single flight permission envisaged by para 1.1.4.1 shall be submitted not later than five working days, and request for a flight envisaged by para 1.1.4.2 not later than fourteen working days before the flight.

1.1.4.4 Request 'for flights permission envisaged by paras 1.1.4.1 and 1.1.4.2 should contain the following information:

  1. name of an airline (three-letter ICAO designation), State of registry;
  2. type and modification of an aircraft, its revenue capacity and maximum take-off mass;
  3. registration marks of basic and stand-by aircraft, owner of an aircraft (operator or leaseholder);
  4. surname, name of pilot-in-command of an aircraft, amount of crew members and their nationality;
  5. purpose of flight, probable organizations (persons) in the Russian Federation interested in the forthcoming flight;
  6. category of flight (charter, special, technical or others);
  7. flight number, radiotelephone or radiotelegraphy aircraft call signs, HF and VHP to be used in flight;
  8. aircraft load (passengers, cargo and its nature);
  9. date of flight and flight schedule (in UTC) with indication of points of commercial and technical landings, as well as the amount of aviation fuel for filling in the Russian Federation airports;
  10. cruising speed, cruising flight level (levels), flight route together with notification of airways, points of transfer from one airway to another one (according to the order of field 15 of the Flight Plan filling), points and estimated time of entry and exit to/from the Russian Federation airspace;
  11. payment for services and state charges in the Russian Federation:
    • in cash indicating the currency;
    • by written order (indicating the payer's address, bank and number of account).

Note: Payment is made in the currency stipulated under the agreement with Aeroflot on settlements. In the absence of such an agreement payment is made in convertible currency.

1.1.5 According to paras 1.1.3.1 and 1.1.4 CDOS AT issues the number of permission for flight to the Russian Federation; requests for flights that do not observe requirements mentioned in paras 1.1.3.1 through 1.1.4.4 shall not be considered.

1.1.6 On the day of the flight to the Russian Federation it is necessary to send all of the ICAO standard messages on aircraft movement (FPL, DEP, DLA, etc.) to the address of the Russian Federation ATPMU (UUUWZDZX, UUUWYWYX) as well as to the addresses envisaged by RAC 1-1 para 4.9.

1.1.7 Random flights of foreign aircraft connected with conveyance of heads of foreign States and Governments and the delegations headed by them, Ministers of Foreign Affairs and Ministers of Defence, as well as random flights of military, state foreign aircraft of the States which have no diplomatic relations with the Russian Federation are conducted on the basis of permissions received through diplomatic channels via the Russian Federation Ministry of Foreign Affairs.

1.1.7.1 Permission for a single flight conducted in accordance with para 1.1.7 should be requested on diplomatic channels not later than five working days before the beginning of the flight, except Saturday, Sunday and holidays.

1.1.7.2. A request for a single flight permission mentioned in par. 1.1.7.1 should contain information envisaged by par. 1.1.4.4.

1.1.7.3. ภาั information for flights is presented in accordance with par. 1.1.6.

1.1.8. Flights envisaged by par. 1.1.2 2) and 1.1.2 3) are conducted only when the Russian Escort Group specialist is on the foreign aircraft board, except flights to Russian airports where foreign aircraft carry out scheduled flights.

A request for allocation of the Russian escort group specialist airlines should themselves address to the Russian Federation head group:

The following should be indicated in the request:

  • name of the airline together with ICAO three-letter indicator; the state of its registration;
  • flights date and schedule, with landing points within the Russian Federation territory;
  • surname, name of pilot-in-command;
  • type of the aircraft;
  • flight category (charter, special, test);
  • agreed airways (routes), entry/departure time into/from the Russian Federation airspace.

The order for payment of escort service is indicated in FAL 3 par. 4.

1.1.9 The air services provided by foreign air carriers from the territory of the Russian Federation in accordance with "5th freedom of the air" are permitted in cases when these air services cannot be provided by Russian air carriers.

Permissions for the "inclusive tour" traffic originating on the territoty of the Russian Federation are not given to foreign air carriers unless otherwise stipulated by separate bilateral ^ agreements.

1.2 REGULAR INTERNATIONAL FLIGHTS OF RUSSIAN AIRCRAFT.

Regular international flights of Russian aircraft in the airspace of Russia are carried out in accordance with the flight schedule, which is to be submitted by an airline in four copies to The International Relations Department of SCAAR at the latest 45 days before the beginning of flights. The order of filling in and inserting the changes into the form "R" is similar to that stated in the item 1.1.3.

2. REGULATIONS CONCERNING ARRIVAL, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW

Foreign aircraft, their crew and passengers arriving in or departing from the Russian Federation, as well as their belongings imported in or exported from the Russia by air are the subjects to relevant passport, customs, monetary, health, agricultural, quarantine and other requirements for entry and departure, as well as for importation and exportation of goods (property) and transit through the Russian Federation territory.

2.1. PASSPORT AND VISA REQUIREMENTS

2.1.1. Entry into and departure from the Russian Federation of passengers is permitted by border control points, provided they are in possession of relevant and valid entry-exit-documents.

2.1.2. When entering or leaving the Russian Federation, every passenger shall be in possession of a valid national passport for travel abroad or a document having the characteristics of a passport with a valid visa, unless international treaties to which the Russian Federation is a party stipulate otherwise.

2.1.3. If a foreign aircraft has carried to the Russian Federation a passenger without regard to the procedure provided for by paras 2.1.1 and 2.1.2, the operator of the aircraft shall remove this passenger from the Russian Federation territory.

2.1.4. Transit of passengers through the territory of the Russian Federation with one stopover shall be carried out in accordance with the provisions of para 2.1.2.

2.1.5. Passengers carried through the territory of the Russian Federation in transit are exempted from the need to hold visas for the Russian Federation:

  • when carried on a nonstop flight in transit across the Russian Federation territory;
  • if the passenger is in possession of documents giving the right to enter the country of destination and of air tickets with the confirmed date of departure from the Russia airport of transfer within 24 hours therewith a passenger does not have the right to leave the transit area of the airport;
  • when being citizens of a State with which the Russian Federation has signed appropriate intergovernmental agreements.

2.1.6. Disembarkation and/or embarkation of passengers at airports are carried out with the permission of border control points.

2.1.7. Arrival in the Russian Federation and/or departure from the Russian Federation of crew members of foreign aircraft are effected in accordance with the provisions of para 2.1.2, unless international agreements to which the Russian Federation is a party stipulate otherwise.

2.2 CUSTOMS REQUIREMENTS

2.2.1. Aircraft entering the Russian Federation are the subjects to a customs examination.

2.2.2. Cargo, international mail, baggage, cabin-carried articles, currency and valuables of passengers and crews carried across the Russian Federation frontier are the subjects to a customs clearance.

2.2.3. Disembarkation of cargo, baggage and international mail from aircraft and their embarkation into aircraft at international airports in the Russian Federation shall be carried out with the permission of a customs office (officer).

2.2.4. For customs clearance purposes the pilot-in-command of an aircraft must:

  • present general declaration, cargo manifest completed with bills of parcels, invoices, specifications and bills, as well as mail waybills and other documentation for the cargo carried to a representative of the customs office;
  • indicate and open for examination all aircraft compartments.

2.2.5. Passengers carried across the Russian Federation frontier whose cabin-carried articles and baggage are not exempted from customs examination shall complete a customs declaration.

2.2.6. Cabin-carried articles and baggage to be in possession of passengers, with the exception of articles prohibited from being taken in or out of the Russian Federation, shall be cleared in quantities needed for personal needs, in accordance with the Rules of Customs Control over Cabin-Carried Articles and Baggage in Possesion of Persons Arriving in the Russian Federation.

2.2.7 Customs examination of cabin-carried articles and baggage in possession of passengers is carried out in the presence of passengers in clearance rooms, storages and directly in transportation facilities.

2.2.8 Foreign passenger and cargo aircraft are prohibited to carry while on flight in the airspace of the Russian Federation, as cargo and/or bggage:

  • military supplies or military equipment;
  • explosives, toxic agents, radioactive materials, narcotics, as well as articles of contraband;
  • animals suffering, or suspected of suffering, from an infectious disease, as well as produce and/or raw material of animal origin and forage that may be carriers of infectious diseases;
  • quarantinable materials, soil or living plants with soil from countries whose territory is not free from quarantine pests and diseases, as well as quarantinable materials, soil or living plants with soil infected by quarantine pests and/or diseases.

2.2.9 Sporting guns and ammunition for these, as well as fire arms and ammunition for these and hunter's knives, with the consent of the carrier, may be carried as registered baggage, provided these have been placed in baggage-cargo compartments of the aircraft inaccessible to passengers. At that, sporting guns and/or hand fire-arms shall be unloaded and ammunition for these, appropriately packed separately.

2.2.10 Cameras and cinecameras carried on board an aircraft shall be kept in suitcases. Photographing from an aircraft in prohibited.

2.2.11 Radio sets, including those of small dimensions, may be carried only if packed into baggage.

2.2.12 Jettisoning from aircraft any objects and the use of parachutes in the airspace of the Russian Federation are permitted only in distress. A parachute may be carried on board an aircraft only if an instruction to this effect is contained in the flight clearance documentation.

2.3 PUBLIC HEALTH REQUIREMENTS

2.3.1 Sanitary-quarantine measures in the Russian Federation are taken in compliance with the regulations of the World Health Organization and the State Committee of Sanitary and Epidemiological Surveillance of Russian Federation.

2.3.2 Every passenger arriving in the Russian Federation from quarantine disease infected countries (cholera, plague, yellow fever) shall furnish an international Certificate of Vaccination against these diseases.

2.3.3 A vaccination certificate is deemed as valid if it is in a form and of a term of validity approved by the World Health Organization.

2.3.4 Any change of the form of a certificate or blankness of one of its items may make the certificate invalid.

2.3.5 With regard to passengers not in possession of an international vaccination certificate, the following measures shall be taken:

  • passengers arriving from cholera infected countries not in possession of a valid international vaccination certificate shall be isolated, and arrivals from such countries in possession of a valid certificate shall be medically supervised. The duration of isolation and supervision shall constitute five days from the moment of leaving the cholera infected country.

2.3.6 If an aircraft has been pronounced by the public health authorities to be infected with cholera or if it has arrived from a cholera infected area and carries non-hermetically packed fish, crabs, shellfish, crawfish, fruit or vegetables eatable uncooked, or beverages, the public health authorities shall have the right to prohibit these from being unloaded or to seize for disinfection or destruction.

2.3.7 If a crew member or passenger falls ill in flight, the pilot-in-command of the aircraft shall report it to ภาั while still in flight or after landing so that medical aid is rendered in good time.

2.3.8 On arriving at the airport, the pilot-in-command (or his confidential agent) must complete and furnish the public health section of the general declaration.

2.3.9 In case of a forced landing of an aircraft on an inernational flight at an airport that does not handle international traffic or at a place other that an airport, the pilot-in-command shall take measures preventing the crew and/or passengers from being in contact with the local population. The pilot-in-command shall immediately report the forced landing to the local authorities.

2.3.10 Passengers showing symptoms of acute disease shall, on arriving in Russia or while already in Russia, be forwarded without delay to nearest medical institution.

2.3.11 Passengers under medical supervision shall enjoy freedom of movement, but shall notify the public health authorities of their moving on to other places.

2.3.12 A standart certificate shall be issued to the pilot-in-command of an aircraft, attesting any medicosanitary measures on board the aircraft.

2.4 PHITOSANITARY QUARANTINE REQUIREMENTS

2.4.1 Importation from foreign States into the Russia of animals, as well as of produce and/or raw material of animal origin, forage and/or articles that may be carriers of infections disease is allowed with the permission of the Central Board of Veterinary Medicine of the Russia Ministry of Agriculture and food only from countries without particularly dangerous infectious animal diseases. The animals shall be subjected to quarantine and veterinary treatment in the territory of the exporting country.

2.4.2 Animals, produce and/or raw material of animal origin, as well as forage shall be imported in the Russia only through designated veterinary control points of the Russia Ministry of Agriculture and food if accompanied by veterinary certificates issued by veterinarians employed by the exporting State.

2.4.3 The certificates shall confirm that animals, fowl, raw material and/or raw produce of animal origin, forage and places of their origin are free from infection.

In addition, the veterinary certificates shall indicate the methods and dates of investigation and theatment of the animals and/or produce of animal origin and the results obtained.

2.4.4 Animals passing through a veterinary control point shall be subjected to thorough clinical examination, temperature taking and veterinary treatment and, in specific cases, to quarantine of a standard term.

2.4.5 Raw material of animal origin, raw animal produce and/or forage shall be examined with a view to ascertaining the observance of the rules for importation, carriage and packing of the cargo, as well as the presence of the seal of the animal quarantine authority.

2.4.6 It is forbidden to import into Russia and carry in transit through Russia territory animals susceptible to disease and/or animal produce from countries that have been infected in the last 12 months with the following diseases: aphthous fever of the CAT 1-2-3 and Asia-1 types and of other exotic types, African swine fever, African horse plague, cattle plague and/or classical fowl plague.

2.4.7 If the veterinary and sanitary requirements for importation have been met and the animals, fowl, animal raw material and/or animal raw produce and/or forage have been found free from infection, a veterinary control point shall issue, in exchange for a veterinary certificate, a license to carry on the aforesaid to the place of destination in the Russian Federation.

2.4.8 If the veterinary-sanitary requirements for importation into Russia of animals, produce and/or raw material of animal origin, or forage have not been fulfilled, or if infectious disease has been revealed among the animals or the produce, or raw material of animal origin, or forage have been found to be infected, such cargo may be detained at a veterinary control point, shipped back to the supplier or destroyed.

2.4.9 The following materials imported into the Russia both for domestic consumption and for being carried in transit through the Russian Federation territory shall be subject to quarantine examination:

  • seeds of crop plants and wild plants;
  • living plants and their parts (seedlings, cuttings, tubers, ats.);
  • bread and fodder grain, fresh fruits, cotton fiber and other fiber crops, as well as raw tobacco and fresh spices;
  • all live cultures of fungi, bacteria and viruses, as well as every kind of live entomological objects;
  • all kind of collections of insects, plant and seed diseases, as well as herbaria;
  • unbarked wood;
  • bedding and/or forage accompanying imported animals;
  • parcels, cabin-carried articles and baggage of passengers and rations of crew, containing plant ingredients,

2.4.10 No vegetable produce should be taken from foreign States to the territory of the Russian Federation, unless it is accompanied by the following:

  • importation quarantine certificate issued by the State Quarantine Inspection of the Ministry of Agriculture and food;
  • certificate issued by the appropriate agricultural authority in the country of origin attesting that the exported vegetable produce indicated in para 2.4.9 has not been infected with quarantine pests, disease or weeds.

2.4.11 The procedures and requirements for examination of vegetable cargo at airports are stipulated by the Rules of the state Quarantine Inspection of the Russia Ministry of Agriculture and food and are carried out by plant quarantine stations.

2.4.12 If quarantine' pests and diseases are found in vegetable cargoes exported to Russia, these cargoes are to be, subject to option by owners, disinfected, destroyed or shipped back to the country of origin.

2.4.13 The transporting aircraft is subject to disinfection in accordance with the established procedure.

2.4.14 Plant quarantine officers may take samples for examining the state of the transported cargo.
