AIRCRAFT ENTRY REQUIREMENTS:

General

Overflying and landing within Turkmenistan requires prior permission. All applications concerning the usage of Turkmenistan airspace shall be forwarded to:

The permission granted for airspace use and for landing on civil aerodromes is valid for only 96 hours, after which time, it will be cancelled if no information concerning the transfer of the flight to a later time is received. The permission number shall be indicated in the "RMK" field of the FPL. If the application or flight operation is cancelled, the aircraft operator or an applicant, shall immediately inform the Main Centre of the Unified System of ATC.

Scheduled Air Traffic

RPLs shall be submitted with ICAO form not later than 30 days prior to operations and shall include the permission given by the Main Centre of the Unified System of ATC to conduct operations in Turkmenistan. RPL changes shall be submitted not later than 14 days prior to operations.

Non-Scheduled (charter)

Flights Transit flights without landing in Turkmenistan shall submit applications not later than 3 days prior to flight operations.

The application shall contain the following:

  • aircraft registry state;
  • aircraft type, registration number, carriage of mode A transponder;
  • flight number;
  • date of flight;
  • aerodrome of last departure prior to entry into Turkmenistan air-space;
  • entry point and time of entry (UTC) into Turkmenistan airspace:
  • flight route within Turkmenistan airspace (from entry to exit);
  • exit point and time of exit (UTC) from Turkmenistan airspace;
  • aerodrome of first landing outside Turkmenistan airspace and time of intended landing (UTC);
  • purpose of flight;
  • name of aircraft operator in full. address, telephone and telefax numbers and availability of operator's data in the "JP Airline Fleets annual worldwide fleetlist directory.
  • method of payment:
  • amount and nature of freight. Presence of dangerous goods, arms, ammunition, photographic equipment, etc. on board. Special permission for their presence on board is required from the Main Centre of the Unified System of ATC of Turkmenistan.

Flights landing at civil aerodromes in Turkmenistan shall submit applications not later than 5 working days prior to flight operations. Applications shall be additionally submitted to the address of the landing aerodrome and to:

The application shall contain the following:

  • aircraft registry state;
  • aircraft type, registration number, carriage of mode A and C transponder;
  • flight number;
  • date of flight;
  • aerodrome of last departure prior to entry into Turkmenistan air-space, time (UTC) of intended departure;
  • entry point and time (UTC) of entry into Turkmenistan airspace;
  • flight route within Turkmenistan airspace (from entry to landing);
  • aerodrome of landing and time (UTC) of intended landing;
  • date and time (UTC) of return departure;
  • exit point and time (UTC) of exit from Turkmenistan airspace;
  • flight route within Turkmenistan airspace (from departure to exit);
  • aerodrome of first landing outside Turkmenistan airspace and time (UTC) of intended landing;
  • purpose of flight (if carrying an official delegation, indicate the delegation's department, the number of members in delegation and the meeting party);
  • name of aircraft operator in full, address, telephone and telefax numbers (certificate of aircraft operator if required);
  • method of payment;
  • receiver name, address, telephone and telefax numbers.
  • shipper name, address, telephone and telefax numbers.
  • amount and nature of freight. Presence of dangerous goods, arms. ammunition, photographic equipment, etc. on board. Special permission for their presence on board is required from the Main Centre of the Unified System of ATC of Turkmenistan.
  • required maintenance service.

Flights not related to civil aviation

Application for a single flight carried out by civil aircraft, and not related to civil aviation, delivering dangerous goods, shall be submitted through diplomatic channels, with established forms, not later than 10 days prior to the intended flight, excluding days off and holidays.

AIRPORTS OF ENTRY

Aircraft flying into or departing from Turkmenistan shall make their first landing at, or final departure from, an international airport.

SPECIAL NOTICES

Unauthorized Entry
Unauthorized entry into and usage of Turkmenistan airspace is prohibited. Aircraft may be directed to land at an appropriate aerodrome to explain the unauthorized use of the airspace and to obtain permission to continue the flight within Turkmenistan air-space.

Communications
Crews of aircraft entering Ashgabat FIR from Kabul FIR and Tehran FIR shall contact Ashgabat ACC not later than 5 minutes before entry to receive entry clearance.
