GEN 1.2 ENTRY, TRANSIT AND DEPARTURE OF AIRCRAFT

1. GENERAL

1.1 International flights into, from or over the territory of the Republic of Uzbekistan will be subject to the current regulations relating to civil aviation. These regulations correspond in all essentials to the Standards and Recommended Practices contained in Annex 9 to the Convention on International Civil Aviation.

1.2 Aircraft flying into or departing from the territory of the Republic of Uzbekistan will make their first landing at, or final departure from an international aerodrome (Tashkent/Yuzhny, Samarkand, Termez, Bukhara, Urgench).

1.3 International transit flights

An ordinary ICAO flight plan (FPL), submitted at least three hours before departure, is required to receive permission for a transit flight within the airspace of the Republic of Uzbekistan.

2. SCHEDULED FLIGHTS

2.1 General

Airlines of foreign states are authorized to operate along routes according to the procedures established by international agreements or according to temporary agreements between the Civil Aviation Administration of the Republic of Uzbekistan and the Civil Aviation Administration of the foreign country.

2.2 All the airlines operating regular flights to and/or from the territory of the Republic of Uzbekistan and transit flights over the air space of the Republic of Uzbekistan must hand in the flight schedules (RPL) (summer - from the last Sunday in MAR to the last Saturday in SEP, winter - from the last Sunday in SEP to the last Saturday in MAR) to the Centre of Coordination and Utilization of the Airspace of Uzbekistan (ATFMU) not later than 30 days before the beginning of the season. The same applies for the changes in the existing schedule (RPL). The request must be handed in 7 copies and will be sent to:

2.2.3 The ATFM Centre must be informed about flight cancellations or route changes, changed aircraft types or changed capacity and additional flights, and the companies must get a permission for such changes. The procedure of the coordination of such changes follows the international agreements on order and terms.

2.2.4 Applications for permissions will be submitted to the ATFM Centre.

2.3 Documentary requirements for clearance of aircraft

2.3.1 It is necessary that the below mentioned aircraft documents are submitted by airline operators for clearance on entry and departure of their aircraft to and from the Republic of Uzbekistan. All documents listed below must follow the ICAO standard format as set forth in the relevant Appendixes to Annex 9 and are acceptable when furnished in English or Russian and completed in legible handwriting.

Note: If no passengers are embarking (disembarking) and no articles are loaded (unloaded), no aircraft documents except copies of the General Declaration need be submitted to the above mentioned authorities.

3. NON-SCHEDULED FLIGHTS

3.1 Procedures

Any non-scheduled flight to and/or from the territory of the Republic of Uzbekistan is only possible with permission from the ATFMU Centre.

3.2 The Civil Aviation Administration of the Republic of Uzbekistan can establish additional conditions and requirements or can cancel non-scheduled flights, if such flights interfere with regular scheduled commercial flights.

Requests for non-scheduled flights (including charter flights) should be submitted not later than 3 working days before beginning of the flight.

3.2.1 Requests should be handed over in 2 copies and must be written either in English or Russian. A respective form is given at the end of this chapter GEN 1.2.

3.3 Documentary requirements for clearance of aircraft

Same requirements as for scheduled flights.

4. PRIVATE FLIGHTS

4.1 Non-commercial flights of foreign aircraft

Non-commercial foreign aircraft flights to the territory of the Republic of Uzbekistan require a permission from the competent authorities in Uzbekistan.

4.2 Such permissions might be withdrawn without prior notice:

  1. if there are suspicions that the flight can endanger the security of the people and/or public order or is related to anti-constitutional or other illegal activities;
  2. if the flight begins in a state which does not conform with the agreements of international conventions to fight illegal activities endangering the security of civil aviation, to persecute criminals or does not execute agreements to return suspected criminals or to return hijacked aircraft to the State where it is registered;
  3. if no security measures are taken at the departure airport.

4.3 Requests should be submitted not later than 3 working days before the beginning of the planned flight.

A respective form is given at the end of this chapter GEN 1.2.

5. MILITARY AIRCRAFT OPERATIONS

A request for a military flight must be sent through diplomatic channels. The diplomatic clearance number must be included in the flight plan, which should be submitted at least 30 working days before the beginning of the planned flight.

6. PUBLIC HEALTH MEASURES APPLIED TO AIRCRAFT

6.1 Prior to landing the pilot-in-command on board an aircraft arriving from foreign destinations, will notify the local health service authorities by radio communication with the appropriate air traffic service unit in case persons on board are known to be suffering from contagious diseases, or if there is any risk of other conditions on board that may lead to spread of disease. Under such circumstances crew members and passengers are only allowed to leave the aircraft upon permission from the local health service authorities (Quarantine Permission).

6.2 Permission allowing an aircraft free passage, is given over the radio before arrival or verbally upon arrival by the health service authorities, or by a health officer authorized to do so.

7. AIR PERSONNEL LICENCES

7.1 According to the Article 50 of the Air Code of the Republic of Uzbekistan air personnel licences including PPL (private pilot licence) which were issued or given strength by Foreign State are recognized in the Republic of Uzbekistan valid if the requirements, according to such licences which were issued or given strength, meet the minimal standards set in the Chicago Convention (1944) or exceed them.

7.2 Commercial pilot licences are not issued in the Republic of Uzbekistan, but CA pilot licences are issued to all pilots including helicopter pilots. Requirements shown in receiving CA pilot licences are not lower than the requirements to the airline pilot licences stated in the standards of the Annex 1 to the Chicago Convention.

GEN 1.3 - ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW

1. GENERAL

Foreign aircraft, their crew and passengers arriving in or departing from the Republic of Uzbekistan, as well as their belongings imported in or exported from the Republic of Uzbekistan by air are subject to relevant passport, customs, monetary, health, agricultural quarantine and other requirements for entry and departure, as well as for importation and exportation of goods (property) and transit through the Republic of Uzbekistan territory.

2. CUSTOMS REQUIREMENTS

2.1 Aircraft entering the Republic of Uzbekistan are subject to customs examination.

2.2 Baggage, cabin-carried articles, currency and valuables of passengers and crews carried across the Republic of Uzbekistan frontier are subject to custbms clearance.

2.3 Passengers arriving in the Republic of Uzbekistan whose cabin-carried articles and baggage are not exempt from customs examination shall complete a customs declaration.

2.4 Cabin-carried articles and baggage in possession of passengers, with the exception of articles prohibited from being taken in or out of the Republic of Uzbekistan, shall be cleared in quantities needed for personal consummation, in accordance with the rules of customs control over cabin-carried articles and baggage in possession of persons arriving in the Republic of Uzbekistan.

2.5 Customs examination of cabin-carried articles and baggage in possession of passengers arriving in the Republic of Uzbekistan is carried out in the presence of passengers in clearance rooms, storage and directly in transportation facilities.

2.6 Foreign passengers are prohibited to carry, while on flight in the airspace of the Republic of Uzbekistan, as cargo and/or baggage:

  • military supplies or military equipment;
  • explosives, toxic agents, radioactive materials, narcotics, as well as articles of contraband;
  • animals suffering, or suspected of suffering, from infectious diseases, as well as produce and/or raw material of animal origin and forage that may be carriers of infectious diseases;
  • quarantinable materials, soil or living plants with soil from countries whose territory is not free from quarantine pests and diseases, as well as quarantinable materials, soil or living plants with soil infected by quarantine pests and/or diseases.

2.7 Sporting guns and ammunition for these, as well as fire-arms and ammunition for these and hunters' knives, with the consent of the carrier, may be carried as registered baggage, provided these have been placed in baggage-cargo compartments of the aircraft inaccessible to passengers. At that, sporting guns and/or hand fire arms shall be unloaded and ammunition for these appropriately packed separately.

2.8 Cameras and video cameras shall be kept in suitcases. Photographing from an aircraft is prohibited.

2.9 Radio sets, including those of small dimensions, may be carried only if packed into baggage.

2.10 Jettisoning from aircraft any objects and the use of parachutes in the airspace of the Republic of Uzbekistan are permitted only in distress. A parachute may be carried on board of an aircraft only if an instruction to this effect is contained in the flight clearance documentation.

3. IMMIGRATION REQUIREMENTS

3.1 Entry into and departure from the Republic of Uzbekistan of passengers is cleared by border control points, provided they are in possession of relevant and valid entry/exit documents.

3.2 When entering or leaving the Republic of Uzbekistan, every passenger shall be in possession of a valid passport with a valid Uzbek visa or another document permitting to enter the Republic of Uzbekistan, unless international treaties to which the Republic of Uzbekistan is a party stipulate otherwise.

3.3 If a foreign aircraft has carried to the Republic of Uzbekistan a passenger without regard to the procedures provided in paras 3.1 and 3.2, the operator of the aircraft shall remove this passenger from the Republic of Uzbekistan territory. All costs for removing the passenger shall be borne by the operator who has flown this passenger to the Republic of Uzbekistan.

3.4 Transit of passengers through the territory of the Republic of Uzbekistan with one stopover shall be carried out in accordance with the provisions in para 3.2.

3.5 Passengers carried through the territory of the Republic of Uzbekistan in transit are exempted from the need to hold visas for the Republic of Uzbekistan:

  • If they are on a nonstop flight in transit across the Republic of Uzbekistan territory;
  • if in possession of documents giving the right to enter the country of destination and of air tickets with confirmed date of departure from the Uzbek airport of transfer within 24 hours therewith a passenger does not have the right to leave the transit area of the airport.;
  • when being citizens of a State with which the Republic of Uzbekistan has signed appropriate interstate agreements.

3.6 Disembarkation and/or embarkation of passengers at airports are carried out with the permission of the border control points.

3.7 Arrivals in the Republic of Uzbekistan and/or departures from the Republic of Uzbekistan of crew members of foreign aircraft are to be carried out in accordance with the provisions in para 3.2, unless international agreements to which the Republic of Uzbekistan is a party stipulate otherwise.

4. PUBLIC HEALTH REQUIREMENTS

4.1 Sanitary-quarantine measures in the Republic of Uzbekistan are taken in compliance with the regulations of the World Health Organization and the Main Department for Sanitary and Epidemiology within the Ministry for Health Care of the Republic of Uzbekistan.

4.2 Every passenger arriving in the Republic of Uzbekistan from quarantine disease infected countries (cholera, plague, yellow fever) shall furnish an international Certificate of Vaccination against these diseases.

4.3 A vaccination certificate is deemed as valid if it is in a form and of a term of validity approved by the World Health Organization.

4.4 Any change of the form of a certificate or blankness of one of the necessary items may make the certificate invalid.

4.5 With regard to passengers not in possession of an international vaccination certificate, the following measures shall be taken:

  • passengers arriving from cholera infected countries not in possession of a valid international vaccination certificate shall be isolated, and
  • passengers arriving from such countries who are in possession of a valid certificate shall be medically supervised.

The duration of isolation and supervision shall constitute five days from the moment of leaving the cholera infected country.

4.6 If an aircraft has been pronounced by the public health authorities to be infected with cholera or if it has arrived from a cholera infected area and carries non-hermetically packed- fish, crabs, shellfish, crawfish, fruit or vegetables eatable uncooked, or beverages, the public health authorities shall have the right to prohibit these from being unloaded or to seize for disinfection or destruction.

4.7 If a crew member or passenger is observed during flight to have one or more of the following symptoms: sickness, diarrhoea, rash, jaundice, bleeding (haemorrhage), swelling of the lymph nodes, rise in body temperature to 38 degrees ั or higher, the pilot-in-command of the aircraft shall report this to ภาั and the medical authorities while still in flight or after landing. The same applies if dead rodents have been observed aboard the aircraft.

4.8 On arriving at the airport, the pilot-in-command (or his confidential agent) must complete and furnish the public health section of the general declaration.

4.9 In case of a forced landing of an aircraft on an international flight at an airport that does not handle international traffic or at a place other than an airport, the pilot-in-command shall take measures preventing the crew and/or passengers from being in contact with the local population. The pilot-in-command shall immediately report the forced landing to the local authorities.

4.10 Passengers showing symptoms of acute diseases shall, on arriving in the Republic of Uzbekistan or while already in the Republic of Uzbekistan, be forwarded without delay to the nearest medical institution.

4.11 Passengers under medical supervision shall enjoy the freedom of movement, but shall notify the public health authorities of their moving on to other places.

4.12 A standard certificate shall be issued to the pilot-in command of an aircraft, attesting any medico sanitary measures on board the aircraft.
